When making decisions during the RTI process involving ELLs, it is important to consider their academic language development (https://www.wida.us/aboutUs/AcademicLanguage/). According to WIDA, academic language develops most when an ELL’s English proficiency is between Levels 4 and 5. Thus to move from Level 4 to 5 takes longer than expected. In addition, culturally responsive and differentiated instruction at Tier I further advances academic progress. Consequently a harmonious relationship among these factors will yield positive results, and RTI interventions above and beyond the ESOL services will increase English language proficiency and improve academic achievement.
